Enabling Transparent Data Sharing Through User-Led Consent and PII Protection

Data privacy has become a critical regulatory mandate in Asia and around the world. Our client, a leading telecommunications provider in Asia, faced several limitations with its legacy consent management platform, particularly in managing Personally Identifiable Information (PII) in line with emerging compliance requirements. It needed to ensure that no subscriber data could be shared with any developer or partner without clear, explicit consent in place. Additionally, the company sought to scale its platform to handle traffic volumes that were projected to rise due to real-time consent validation, grant and revocation requests.

To address these needs, the client partnered with Material to build a scalable consent management platform structured around clearly defined consent types to ensure PII protection, legal compliance and a transparent, user-centric experience.

  • Conducted a detailed discovery and analyzed the challenges faced by the telecom operator in managing diverse consent types

  • Categorized subscriber consent into four key types to address data-sharing scenarios based on user permissions and regulatory requirements: Every Time Consent, required for each transaction; Expiring Consent, valid for a defined period; Non-Expiring Consent, valid until explicitly revoked; and Bypass Consent, used under legal mandates

  • Built a consent management platform with a user-friendly subscriber portal and a scalable Node.js-based microservices backend, which was containerized and deployed on AWS

  • Enabled dynamic consent workflows, allowing subscribers to grant, deny or revoke access in real time

  • Exposed consent APIs through Apigee Gateway to support secure, scalable integration with partner systems and internal apps

The new consent management platform helped minimize regulatory risk and ensured no subscriber data was shared without explicit consent. The self-service customer portal empowered users to manage their consent preferences in real time. Further, the system was engineered for high API throughput, capable of handling more than 2,000 transactions per second – supporting high volumes of real-time consent validation and revocation requests. All these enhancements directly strengthened brand trust and reinforced the operator’s reputation as a privacy-first telecom leader.
